Abstract
The DEQ oversees the flood management programs of local units of government, but the local
government must pass ordinances, approved by DEQ, that regulate floodplain development in
order to be part of the National Flood Insurance Program.
No person may alter a floodplain or engage in activity that interferes harmfully with a stream
without a permit.
